the pulmonary artery carries oxygen poor blood and the pulmonary vein carries oxygen rich blood. the arteries that carry blood from the placenta to the fetus, carry oxygen-poor blood amd the vein that goes from the fetus to the placenta carries oxygen-rich blood.

The exceptions to the "arteries have oxygen" rule in adults are the pulmonary arteries and veins. Because arteries are classified as blood vessels leaving the heart, and veins as blood vessels entering the heart, the pulmonary vessels have the reverse conditions.

Pulmonary arteries leaving the right ventricle contain blood low in oxygen, having come from the body to the right half of the heart. When the blood arrives in the lungs, it receives oxygen and loses carbon dioxide, and returns to the left side of the heart in the pulmonary veins.

The same situation exists in the fetal circulatory system, when the lungs are not yet operating. The umbilical arteries take deoxygenated blood out to the placenta, and the umbilical veins return oxygenated blood to the heart.
