Bases are substances that will restore the blue color of litmus after it has been exposed to an acid. They are electrical conductors and neutralize acids. Bases also feel slippery, because they neutralize the fatty acids of the skin, reducing friction.

Honestly that depends on which definition of "Base" you are using. There are three accepted kinds. Arrhenius, Bronsted-Lowry, and Lewis.

An Arrhenius Base is any substance that when added to water increases the number of OH- particles.

A Lewis Base is any chemical that donates a pair of electrons in an acid base reaction.

A Bronstead-Lowry Base is any chemical able to accept a proton in an acid base reaction.

However that being said here are 5 common characteristics of all bases

Soapy feel on hands.

Strong bases are caustic and react violently with strong acids.

Conduct electricity when melted or in an aqueous solution.

pH levels are of 7.5 or higher

Are bitter tasting.
