A lot of people use Photoshop for retouching photos [i.e., airbrushing people to remove blemishes and such]. It can also be used to create photo composites, a.k.a. photomanipulations.
Also:
-It can be used for drawing, the brush tool is easy to use.
-changing color, saturation, contrast, hue, etc...
-you can add effects to images, like crosshatch, blur, etc.
Photoshop can be used in a lot of ways, these are the main things I use it for.
Also, it depends on which version you have.
Some features in one version may not be available in an earlier version.
Try searching for Photoshop tutorials if you want to know some more basics. :]
PS7 has more features then 6. but honestly they are so old you ought to just get Photoshop CS4 or 5

Photoshop Elements is Photoshop but with less features, so Photoshop is better but it is professional level software. For home use or to get started Photoshop Elements is OK.
