Something that is important to know is in the Return the first episode of season 2 Damon says to Elena he kissed her and thought she kissed him back this was when Katherine was pretending to be Elena and Damon kissed her.

She tries to get together with Damon because Stephen has left her and she wants him to be jealous, but Damon is trying so hard not to kill Elena.

Elena in the books definitely falls in love with Damen and kisses him but they never really get together it is still undetermined in the books as far as the series is so far who Elena ends up with, as for the TV series, I only hope so.
