ID Names are users that have contributed anonymously, by using their IP Address. Supervisors do not see IDs, but see the IP Address of the contributor.
If you see an answer by an ID member (ex: ID29486027) it is an unregistered, anonymous user on WikiAnswers.

Your ID to your Yahoo! Messenger is the first part of your email. EXP: If WikiAnswers had an email account with Yahoo! Wiki's Messenger ID would look like this: wikianswers Because their email would probably be: wikianswers@yahoo.com But theirs is at answers.com
A user with an ID does not have a profile. He is a "guest" who does not have an account on WikiAnswers.
look in the history of changes
If you are logged in, your username is visible next to the house on the top of the blue bar on the left. If you are not logged in, to see what ID you are given you must first make a contribution and then look in the question history to see what ID you were given. The ID is associated with your IP in the WikiAnswers servers.

They have not registered and are 'guest' users.
Cuase' they aren't joined officially they can ask & answer questions but to have a bio & message people you have to join officially.
An ID is an unregistered WikiAnswers user, and is a guest contributor to WikiAnswers. Any guest is allowed to ask or answer questions, and it is just part of the rules.
