Like any other state, Mississippi can make its own laws, but those laws have to comply with Federal Laws, and cannot go above them.

The question is a bit confusing. Since there is only one state and one river named Mississippi, I can't think of a use for a plural form of the noun. If, for some reason you would have a use for a plural form, it would be two Mississippis. The plural possessive form would be the two Mississippis' border.
Arkansas and Louisiana
The area of New Mexico is 121,445 sq mi; Mississippi is 47,358 sq mi ...121445 ÷ 47358 = 2.5644 ≈ 2.6(A little more than 2½ Mississippis can fit into New Mexico.)
