In general, anywhere in the U.S. you can only legally purchase a handgun within your home state. It is possible to purchase a handgun out of state, but you have to have it shipped from the other state to a dealer located in your state, which, many times, by the time you pay the shipping and FFL transfer fees, it winds up being more expensive that if you just bought it locally. The handgun can be shipped from the other state by a dealer, or, contrary to popular belief, by an individual, however, many dealers will not accept shipments from individuals.

Federal law says you must be 21 to purchase a handgun from a dealer. SOME states may permit a person between 18 and 21 to purchase a handgun from a private seller that is NOT a licensed dealer. This varies from state to state- most do not, but check the law in YOUR state- and check the state law for POSSESSION of a handgun by a person under 21.
