PSP emulators are used when a PC player wants to play a PSP game on the computer. Since PSP discs can't be inserted in a computer, one can download an emulator and run the program there.

Yes you can use a SNES emulator on a PSP but you need a hacked psp or a psp that will accept homebrew. There are many snes emulators for a psp. I have only provided one on the link below. Just copy and paste the link below. http://www.evilpsp.com/files/s9xTYLslimmecm.zip
Psp games (iso's and such) aren't playable in pc's... Emulators may be able to play them but you have to find one that is playable in a pc.. (If there is such a thing... )

There are various PSP emulators and the controls will be different on each. However, you should easily be able to change them in the settings. Emulation is not illegal as long as you own the game you are emulating legitimately.
It really depends on what emulator you want to download. On a side note, it is illegal to download ROMs for gameboy, psp, and alike.
No, you cannot. The "emulators" that you find all around the web are called "homebrew applications", small programs designed for third-party functions that the official Sony PSP firmwares don't support. To run homebrews, you must have custom firmware, but that means "degrading" back to FW 1.5 and replacing with the custom.
