Pali and Prakrit
Prakrit and Sanskrit developed around the same time, with the distinction that Prakrit is considered a vernacular language while Sanskrit is more classical and prestigious. Sanskrit is traditionally considered the older of the two, as it is the language in which the ancient Indian texts such as the Vedas were composed.

Sanskrit. The scholars have dated the existance near about 4th Century BC. It was the time when vedic Sanskrit was predominant along with Pali-prakrit. Though use of pali-prakrit is dated somewhere around 2-3rd century BC(according scriptures from the times of king Ashoka), Chanakya, who must have studied in vedic sanskrit language.. So, i think it must be written in vedic sanskrit.
Yes, it is one of Indo-European family, and has an even stronger root in Sanskrit than Hindi. It traces its root back to Prakrit, which was adopted as the royal language of court by King Ashoka, thereby replacing Sanskrit. The inscription of Ashoka are all in Prakrit. The Prakrit later gave birth to Pali in the middle age, from which early Bengali is derived. It was then transformed for several years and got spread into several dialects.
