Well, you would have to ask God, since we really can't answer for him- however, there are two results from this we can share with you. First, it seems to be attractive to the hens, resulting in the cocks being able to attract girlfriends. Second, since the hens are usually the ones to stay on the nest, sitting on eggs to get them to hatch, and the hens do NOT have brightly colored feathers, predators do not see them as easily, and do not eat them. Works out well both ways.
Assuming you mean why are some animals brightly colored:There are multiple reasons animals are brightly colored. Probably the top two reasons are:To attract a mate, by showing they're ready for sex.To warn others they are ready and equipped to defend themselves.Etc.
Animals are brightly coloured for different reasons: a. To blend in with their surroundings. (Some animals are dark coloured instead for the same purpose, though.) b. To attract a mate. (Usually the males are more brightly coloured, which is unfair.) c. To attract their prey.

If you have a hunting permit, it is not illegal to hunt wild turkeys if you have a license. It is not illegal to sell their feathers either.
