Wii stars are... not actually called wii stars, for one thing. On the club Nintendo website, you can gain club Nintendo stars from most Nintendo games (there will be a card inside the game/ console with a scratch off panel and a code underneath. Depending on your purchase, you will get a certain number of wii stars. These can be used to purchase wii points, or other stuff, like wallpaper backgrounds. The wii points, as I think you are referring to, can be used in the wii shop. The wii shop has loads of old Nintendo games (usually for 500 or 1000 wii points) from consoles such as the DS, which you can play on your wii. Note that some of these games require a different type of controller to the wii remote, but some don't.
You can also buy wii points from shops, or you can buy using your credit/ debit card on the wii.
Note that the wii shop requires internet access.
