In a typical school concert band you'd have:
Woodwind: Clarinet family, Saxophone family, Flutes, Piccolo's (possibly)
Brass: Trumpets, Trombones, Tuba's, Euphonium's and other brass and others
Percussion: Drums, tuned percussion etc.

No. No one expects the band teacher to be proficient on ALL the instruments in the band. It is important for the band teacher to have a rudimentary understanding of the various instruments and their use but more than anything, a band teacher should be very well versed in music theory and reading sheet music.
