There will most likely be a Fallout 4. Also, there are plans for a Fallout Mass Multi-Player Online Game (MMO) but the rights of making the MMO are under the legal debate between Interplay (Makers of Fallout 1,2,Tactics,Brotherhood of Steel) and Bethesda (Makers of Fallout 3 and publishers of Fallout:New Vegas). Also Bethesda purchased the rights and now own all the rights (legally debated) of the Fallout Franchise and told reporters that they were going to DEVELOP at least 3 Fallout games (Fallout 3, Fallout:New Vegas, and Fallout 4, which is far from being released). There will probably be more Fallout games (hopefully because they are my favorite games, Fallout 3 FTW!!) and they will probably be developed by Bethesda.

New Vegas is not an expansion pack for Fallout 3 or part of the game! Fallout: New Vegas and Fallout 3 are separate games. As for "how to get there", you can purchase it almost anywhere retail video-games are sold.

Fallout 3 and Fallout: New Vegas are completely different games, sure they are in the same title and the same game engine, but the configurations and in-outs are different for both games, so you cannot simply apply a mod you used for Fallout 3 and try to run it on Fallout: New Vegas. You may be able to find mods that match your Fallout 3 mods for New Vegas on an assortment of different websites all over the net.
metro 2033 is the only one that i can think of. There are not many as good as fallout but almost all of the games the bethesda has made a very good. Oblivian is a medeival time fallout exept for the world is not post-nuclear so yah try oblivion.
