It's the temperature and pressure of the air that allows it to move. Because hot air rises above the cold air, if the air gets cold when it gets near the top of the atmosphere, it drops down. When the pressure of one pocket of air is higher than the other pocket and they collide, they mix the pressure and in the process of equalization, some weathers like rain or hurricanes can form.
