"To be used to a new neighbourhood", is about how you feel after you have been there for some time. When you have already GOT used to something, then you ARE used to it. "Get used to" can be replaced with "become accustomed to", and "be used to" can be replaced with "be accustomed to".

Also be used to can be used thus....she was used to a better way of life. and the other get used to,,,,She ought to be used to the noise of the animals, as she was living in the country. Complicated I know, but when you put the phrase in a sentence, it sort of sounds right, when you get it right.
