On my 2002 S-10 truck, the neutral safety switch (also called the Park Neutral Position Switch, or PNP switch) is located on the driver's side of the transmission. It is a black box that has 2 electrical connections going into it. There is a very good chance that it is in the same location on your 2000 Blazer. Hope this helps.
get a test light and see if there is juice going into the switch and juice coming out of it.

there is a neutral safety switch. assuming the truck is automatic trans. its at the base of the steering column on the top side. there should be two large gauge purple wires going to it.
The autos do not have a safety switch....They have a sensor located in the trans itself that tells the ecu if its in neutral/park.....I believe its a 3 pin plug going into the trans itself,.....trace it and see where it leads.....You may be able to hook up a toggle switch..
