In my opinion first of all it should be clear that the enforcement jusisdiction in the territorial sea may not be the same for every state as the states can extend their respective jurisdiction available on the land territories. So its an extention of the soveriegnty and jurisdiction that is available on land definitely with certain exceptions given in the law of the sea convention. So the international law does not confer any additional rights and jurisdiction to a state which are not available on its land territory. This is my personal opinion and neither an official nor national point of view. Nonetheless, the issue can be further discussed on the above aspect as well as the regulatory measures to undertake enforcement measures. M N MIRZA nz_mirza1@Yahoo.com
