Technically, a "fire exit door" is any door that leads to an exit discharge. Not all fire exit doors are required to have a fire rating or panic hardware or an out-swinging hinge. However, many fire exit doors are fire rated, meaning that they are expected to endure at least some amount of fire for a limited time. Also, some types of occupancies cannot have in-swinging doors anywhere in the egress path.
