This is a very difficult question to answer for three reasons. First, what is a "culture"? We could be talking about countries, or groups of countries, or parts of countries: American culture, Eskimo culture, Muslim culture, Cajun culture. Second, what makes a culture "advanced"? Technological advancements spring to mind, but we might call a society advanced if it has a sophisticated form of government, high moral standards, or high levels of artistic accomplishment. The answer depends on how we weigh these factors against each other. Finally, and especially regarding technological advancement, our world is so interconnected that an advancement, once reached, immediately spreads around the world. They have the internet in Afghanistan.
