yes parents should be blamed because if they are to be working away from home then the child will be missing the love,supervision and other factors that help to build a good relationship between the two.this will cause the child to turn to someone else such as their peers and maybe bad companies just for attention,the peers now will pressure him with negative attidudes and behaviours that will not be tolerated in society,thus it can lead to the growing of juvenile delinquency.

Certainly a parent can have an effect on making sure the child attends school and has their basic needs met, but juveniles do have the ability to choose their actions. Current information states that the following are causes of delinquency: poor education, low school attendance, peer pressure, disadvantaged socioeconomic status, and substance abuse.
