It depends on what you consider a colorful fish. It also depends on what other fish are going to be in the tank. Guppies are very colorful but there are only a few fish that don't attack them. Swordtails are really colorful and they do well with other fish. Tetras are also very colorful but they don't go well with long tailed fish because they become fin nippers. Platys are another option they tend to be very colorful and do well with other fish. There are also chinchilids but they don't go well with other fish. Those are about all the naturally colored fish but there are the neon glass fish that are injected with dye through a hypodermic needle. (not my favorite)

Most fish from the same or similar areas/environments will be OK with one another provided you keep their sizes even. Keep small fish with small fish and large fish with large. That way you will avoid too much bullying and canibalism etc.

I find that silver foxes are great in home tanks.
They are very active and it seems they have their own personality.
For community tanks good fish would include guppys, tetras, most species of danio and corydoras catfish.
Discus are normally quite colourful, African cichlids are also nice colours and some of the tetra family (neon tetras, cardinal tetras) and parrot cichlids
