Your question is not very clear, but in the US , the President is the head of state, and the high-ranking officials that advise him are his cabinet ( all the secretaries of the various government departments), his contacts in Congress, and all the "czars" that he gets appointed to look at special problems, such as immigration, national security, energy, etc.
