Duties of an Animal Control Officer
An actual animal control officer is usually employed by the city or county and responds to calls in those jurisdictions just as law enforcement officers do. Their duties include responding to calls of stray dogs or cats and catching the animal and removing it from the area for the safety of the local people and the animal. They are also called on to perform the same task for wild animals that have ventured into areas normally inhabited by humans. Some examples include Bears, Coyotes, Mountain Lions and Alligators depending on the region of the country. Animal Control officers in some jurisdictions are combined with Animal Rescue / Welfare officers which take care of responding to animal cruelty complaints. Most of these officers have the same authority of conducting investigations, pursuing and arresting suspects as regular law enforcement officers. Most are required to carry and qualify with a sidearm as well as other fire arms and tranquilizing guns. Some also receive some training in animal care (basic veterinary procedures) especially if they are licensed to administer tranquilizing drugs.
This group of officers should not to be confused with State or Federal Fish and Game or Wildlife Conservation Officers. These officers usually enforce game laws regulating hunting and fishing of wildlife. They are sometimes known as "Game Wardens". They also cover a very wide spectrum of specialty jobs, from the officer that gives a citation for hunting on an expired license to biologists that study fish and game animals to determine hunting / fishing seasons, season lengths, bag limits and reintroduction of once native wildlife species to an area where they have been eradicated due to loss of habitat or other reasons. They also employ officers, particularly on the federal level that strictly monitor importation of wildlife from other countries for the pet trade, research and zoos, etc. If this is not tightly controlled it can have catastrophic effects on local wildlife if an escape should occur. http://www.nps.gov/grsm/naturescience/non-native-species.htm

When can animal control seize an animal?

If your dog causes physical harm to another pet or human, it can be taken by officers. Also, if it is causing a disturbance to people, it can be subject to removal by authorities. Certainly if an animal is sick or injured and the owner is not taking care of it, officers can seize the creature. In any case, the animal has to be reported to be seized. Local ordinances are those that usually set the bounds for what can and cannot be done by animal control/police officers, and there are a lot of similarities. City and county codes and regulations as well as state mandates set the framework for the actions of officers assigned to animal control duties. Your local animal control officers or SPCA would probably be happy to discuss the particulars with you. Why not give them a call? Ask about adoptions, too.
