The Roman senate did not make the laws; it was the Roman people who voted and passed the laws. All the senate could do, legally, was to pass resolutions and to propose laws which were then given to the voting assemblies. At any rate, the senate met in various places over its history. These were called plebiscites, the name of the resolutions of the plebeian council.
