Here are some models I can think of: # In historical Athens, one man one vote, with all issues put to the vote. No one elected to represent others. Undemocratic elements: women and slaves didn't have the vote. # A limited number of people elected by the population, for a limited period, to act for them and make all the decisions, as in UK and the US today. Undemocratic element: normally, the population only has one moment of democracy every few years. # The whole population able to vote on every issue, a logically complete democracy. Drawback: never been tried and difficult to set up.
