Because Kopa wasn't created by Disney. He was created by an outsider childrens' book writer into a book as an original character and then the publisher given go-ahead by Disney - apparently only for childrens' entertainment and profit merchandise purposes, and not to connect with the movies. Remark how all Disney books have been written by outsiders, and how Disney has never used book universe material in their movies. Disney seperates the books from the movies and has outsiders write books because they're meant for only profit and childrens' entertainment, nothing more.
