The International Whaling Commission has a subcommittee that re-iterated in 2011 that the risk to the western gray whale is large because of the small size of the population as well as anthropogenic impacts. Mexican law protects these whales while they are in their lagoons, while still allowing whale-watching. Canada's "Species At Risk Act" has identified specific threats to the western gray whales.

Gray Whales have been hunted since the 16th century. Humans have been whaling gray whale species for over 4 decades now. This hunting has significantly reduced the gray whale populations. The north atlantic population of gray whales were totally wiped out due to whaling even before the 19th century. Well, you could always donate some money to help save the whales if you find a good organization.
You can help by not throwing trash into the ocean or you can tell people to stop hurting Whales and catching them in nets.
