The Incident Commander (IC) may utilize Deputies such as Incident Commander Deputy. Deputies of the IC are commonly activated and utilized when the incident is large scale or the event is major. The Deputy can be from the same or a different organization/agency of the IC. Section and Branch levels of Incident Command might also use Deputies. So Command, Section and Branch levels is the commonplace where deputies are used in the Incident Command System.
