A valve allows fluid or air, etc. to pass through it. In the bathroom or kitchen if you have two water faucet handles Hot and Cold- they are 1/4 turn ball valves. Picture a tennis ball with another ball that's a little bit smaller right inside of it. Now picture a hole that goes straight through both balls - like a bullet would go through them. Now if you turn the inside ball a 1/4 turn -the valve is closed.
