That would be a vesicle which is either formed by allowing external materials in (Endocytosis), or it is also formed by the Golgi Apparatus placing a phospholipid bi-layer around the protein produced in the Endoplasmic Reticulum, then the vesicle releases the protein to the outside of the cell in a process called Exocytosis.
I'm not sure what u mean by sacs...
But a Eukaryotic cell is a type of cell which contains cell organelles.
The sacs which you may be referring to could be Vacuoleswhich are waste storage areas in found in some plant cells.
Actually(I looked it up on Google) the correct answer is Vesicles. I don't know exactly what they are but I'm sure it will say on Google.

These sacs are called vesicles.
Vesicle

a vacuole
Vesicle
These "tiny sacs" are called vacuoles, but there are many other vacuoles that contain things other than starch.
In a living eukaryotic cell the organelle called the Golgi apparatus stores and modifies proteins for specific functions and prepares them for transport to other parts of the cell. The Golgi apparatus consists of a stack of flattened sacs, and is usually located near the cell nucleus.
chlorophyll
Lysosome contain digestive enzymes for almost all type of organic material. If their covering membrane breaks as it happens during injury to cell, the digestive enzymes will spill over cell content and digest the same. As lysosomes are organelles which on bursting can kill cells possessing them ,they are called suicide sacs.
in the cell
The sac or the small cavity that contains materials in a eukaryotic cell is called vesicle. The vesicle is covered by a membrane called lipid bilayer.

They are known as Cytoplasmic Vesicles, such as lysosomes and peroxisomes. Another separate class is the Organelle, such as the Mitochondria and the Nucleus.
Small sacs containing cell products that can be transported in the cell is Vesicle

I believe you're talking about a vesicle (likely a transport vesicle). They're basically sacs of membrane.
