1) preventing people from tripping over loose cables
2) preventing damage to the cables, which can cause signal problems (in the case of network cables) or electric shock (in the case of power cords)
3) preventing fires, which could be caused by damage to the cables from wear and tear as people step on them or roll objects over them, and the cables come into contact with floor carpeting, etc.
