I am no doctor, but I started to get these brown, flaky spots around my belly button. I would peel the flaky skin and the skin underneath would then be tender, like peeling off the skin from a blister. I went to the Dr. and found that I am allergic to nickel. It seems that the buttons from my inexpensive jeans were causing the irritation since they were made from nickel. Since I have "upgraded" the jeans part of my wardrobe, it has helped. I did notice the irritation starting to come back when wearing my favorite jeans. I put some red colored nail polish on the part of the button that touches my stomach and this had helped. Using the colored polish vs. the clear is that you can tell when the polish is wearing off and you can redo it (and let it dry, of course) before putting those pants on. Hope this helps.
