Area code 917 was created in 1992. Originally, area code 917 was going to be only for cell phones, and all cell phones in area codes 212 and 718 (at the time, the only two area codes for New York City) were changed to 917. However, the FCC decided that "service-specific" area codes were a bad idea. Thus, there are now some cellular numbers in 212 and 718, as well as the other NYC area codes, and there are now some landline numbers in 917.
