In Modern Russia, the church- all but knocked out by the Communists, had little of any of any ancillary institutions, apart from some church schools and seminaries- naturally the Reds suppressed this. They did not, to may knowledge ( In Communist times) operate any hospitals or health-care centers- maybe first-aid stations during the War, but not as a regular thing. Therefore, hey, if you don"t have a car, why bother with licenses, insurance, they don"t apply- there was no canon-level oversight of medical practice by the Church. Now, in the US many religious denominations have or had in the past hospitals ( Catholic, Jewish, Presbyterian, even Salvation Army (Booth Memorial). not so in the USSR mainly for political anti-Religious actions by the Communists. so there is no ( Medical apostolate or doctrine)
