A sharp one. Good clean skin, warm water, and shaving cream complete the cast. Single, double, triple, quadruple, whatever - sharpness and preparation are key, not the number of freakin' blades - that's just a marketing scam to make you buy $40 razor blades for a 30 cent razor. if you have a thick beard, soften it with a nice hot towel, let the shaving cream sit on your face for a few minutes. Taking this extra time will help a lot and feel a lot better too.
I prefer an electric razor because even though a handheld regular shower razor gets a closer shave and a bit smoother, your at a risk of getting cut. Eletric razors cannot get you cut or scraped! Even though you have to charge it, its worth it, and you still get smooth legs and no cuts/scrapes! BONUS!
Gillette is the best brand. Lately I'd purchased the "fusion proglide styler" - it has combs for different hair lengths.
See the related link for examples of the "Styler" and the other electric razors by Gillette.
The best razor is a matter of opinion. Those interested in saving money can find good razors at Target or their local grocery store. For those with more expensive tastes, Royal Shave, may be a good bet.

Yes you can use shaving cream with an electric razor, but it wouldn't be needed all the time or with certain types of electric razors.
To avoid razor bumps, one should stop shaving. But if one can't avoid shaving, one should use a clean needle to release the embedded hair shaft. This usually stops razor bumps from developing.

A razor is for shaving.
if your shaving your legs with a razor then its best to do it in the shower under running water so your skin doesnt get too dry. you can get wax strips or electrical leg shavers which are very good. you didn't say what your shaving but shaving foam is good.
No you can shave without shaving cream, but I don not recomend it. Shaving cream lubricates the skin so that the razor balde glides over it cutting the hair only. Without shaving cream you would experience a lot more razor nicks. You can use ordinary bar soap.
On the toilet of course. Just try not to drop the razor.
