I have a HP laptop which hasn't failed on me yet. Its around £400 which, if you want a good laptop, is the cheapest your going to get. Also Dell is a good laptop x
DELL and ACER laptops are good quality and very cheap. they are worth the price and they are affordable rather than buying a Mac Book Pro, which is too expensive.
Dell Inspiron, HP Pavillion, Lenovo Thinkpad, and Asus are among the best cheap laptops on the market. Sites such as eBay may have cheap laptops of different makes and models for sale.

In general I'd say no. There are sub-$500 laptops, but they're generally not very good, so be careful. There might be exceptions, so you'd have to do some research.
I would personally start with craigslist or ebay for used computers. Sometimes you can get lucky because the seller doesn't really know what they have, and will sell it cheap.

System 76 has some nice computers. They don't run Windows, but they run a free, but still awesome operating system. (Ubuntu). This makes them cheaper. If you're looking for strictly Windows computers, Toshiba makes some decent cheap laptops, while Compaq makes decent cheap desktops.
