A character's state of health should have no impact on his/her name, unless it is a satirical nickname such as "Nutsy Nell" or Loopie Louie". A so-called normal name would give your character more impact (depending on how you use him/her). Three of the most famous insane characters had normal names-- Mr. Hyde, Freddie (chainsaw guy) and Norman Bates.
