This is a question that would be answered differently by each person you ask. You know you're watching a bad movie when you're looking at your watch every 10 minutes wondering why time has slowed down. On the other hand with a good movie, time flies and you're surprised it's over so quickly. For me it boils down to suspense. Without suspense of some kind, most movies aren't very good. "The Mummy" (1999) has suspense from beginning to end. The excellent special effects, music, casting also add to the quality. Big names cannot save a bad movie. Watch "Ishtar" (1987) for an example of a terrible film.
