I am not a lawyer, this answer is written from a philosophical perspective, not a legal one. Caveat lector. This depends upon the ethical system you subscribe to. By definition, what is 'ethical' and what is 'legal' are not directly related, however, some ethical systems might DEFINE an action as unethical BECAUSE it is illegal.

Legal refers to the written laws of the government that controls an area. Ethical refers to the rules, including unwritten rules and religious bases, that govern the behavior of members of a society or organization. One major difference between laws and ethics is that laws are a matter of fact and set in black and white (although open to judicial opinion in some societies), whereas ethics are more a matter of personal opinion and are therefore more "gray".

True, what's legal is not always ethical. One of the biggest cases of this is lying--in either a personal or business sense. It's not illegal to lie to a friend or boss, but it is unethical. If a company makes a product that is legal but harmful (such as cigarettes, for example) the company is not legally required to stop production, but some people may believe that it should be ethically required to stop.
Human genetic engineering is considered a moral and ethical controversy because some people believe that "tampering" with genetics is against their religion and some believe it is just inhumane and unfair to those being tested on and altered.
