If You Want To Get Texture Packs For Minecraft, You Can Search A Texture Pack In Google And Download The Texture Pack File And Press Your Start Button On The Screen, And Search Or Press 'Run' For Some Computers And Look For '%appdata%' And Go To .Minecraft And Go To Texture Packs And Put Your File In There. Then Open Minecraft And Appear!

Most texture packs (as most things available in vanilla Minecraft) are completely safe, although some (very few, mind that) may contain viruses. I use two besides the default one, and nothing bad has happened to my Minecraft copy yet! So in conclusion, yes, they are safe.
You can some-what make texture packs by using the Painterly Pack, which has a bunch of pre-made options, and you can choose different textures for different items.
Optifine is only required for HD texture packs; it is not required nor necessary if you don't use/have any installed to your texture packs folder. ModLoader/Forge is needed for some mods, but not all; it's best to consult the mod's topic and read the requirements to be sure whether or not the mod needs either mod loader installed.
For Mac Users Only: First, you must download the texture pack and it will appear in your downloads folder so you should have minecraft otherwise this won't work. Drag the file into the Library Folder, then there should be a folder called application support so drag it in and then, there is a folder called minecraft so inside there are a list of folders and put it in the folder that is called texture packs.
My favourite minecraft texture pack is probably Summerfields Craft, and it's pretty realistic, and it's awesome. I got it on a list of the ten best minecraft texture packs. By the way, Diamond Craft on this list of 10 things, and LB Photo Realism both don't work properly. Transparent craft is one of the best, and of course Summerfields is probably the most realistic.
As of now, you can not tell if a wolf in Minecraft is a girl or a boy. There are some texture packs that do make wolves look like girls or boys though.
