This is mainly why people return after the volcano has erupted, to use the good soil for farming. Volcanoes provide resources for energy extraction, also called geothermal resources. This basically means heat from the Earths crust is being converted to energy. A good thing about this is that it is very clean and better for the environment. Also volcanoes attract tourists, and where touists are there is always more income and more jobs so it makes the country with it richer.
