Well of we didn't have rules It would be chaos police killing, rape, massacre, uprising, uncivilism is a serious thing and in USA it's good that we have laws ( and laws about laws) and rules rules keep it so nobody gets hurt some rules may seem "dumb" but they are always to keep you safe and make you feel safe so I guess you could say rules make sure laws aren't broken and make your enviremont a nice and welcoming place
It could be the the people around the community falls to non-conformity due to personal reasons. Some may not see the important of the rules being implements, or do not really agree with the rules and regulations being set within the community. Some just don't understand the rules and end up with a lot of non-conformity in their community.
