This is typical pre-nesting behaviour. The budgies, in particular the female, are preparing the nesting box for nesting. Some pairs of budgies never successfully breed, but they still display all the signs and behaviour of wanting to nest.

Yes they can people all over the world breed budgies some people breed them and have no experience and breed with great sucesces i started breeding when i was 10 and now im 13 and i breed over 200 budgies Budgies can breed all year round but i do not advice this because you will were out your females .If you do want them to breed in winter and sumer you divide your flight in 2 lets say you hade 20 pairs you would put 10 pairs on 1 side and 10 on the other 1 side you would put nests in and NO NESTS in the other so this means 6 months 10 pairs are breeding and 6 months the other 10 pairs are having a rest and then you switch around this means your always breeding .
