This is a very vague question. However a broad response is that a child must be exposed to language as much as possible and the more you speak to a child and act as "if" they understand...they will in time. the child must be able to hear in order to speak. there are some exceptions, such as sign language- which can be started in infancy, the child must be able to see. the first couple months a baby does not have 20/20 vision (and most children are not 20/20 vision until age 4-5 as long as no other vision problems are present)the other piece is that you know that an infant curls their tongue in order to cry- this helps a crying infant make a nice loud sound to get the attention of someone who can help them- in time the tongue is able to move more voluntarily, after about 4 months a child will start to exercise their tongue in order to prepare for language as well as start the ability to eat foods.

other than milk. this may start later in some infants , but usually never starts before 4 months old. Everything before that would be natural reflexes.
