Europe is generally highly developed but there are some countries that are really heavily below European standards.
1. Moldova (definitely the less developed European country)
2. Kosovo (not fully recognised)
3. Albania,
4. Bosnia and Herzegovina (mostly undeveloped because of recent war in 1992-1995)
5. Ukraine.
This is more or less it. There are also examples of Romania and Bulgaria which are in the European Union but are not much better than these five, and also example of IDK Iceland or Croatia which are outside of the EU (Croatia will enter it in 2013) but developed.
Majority of them are undeveloped countries. After africa, it would be the second continent in ranking of undeveloped for sure.
