1.) The President must report to Congress within 48 hours after committing U.S. forces to combat abroad.
2.) Combat must end within 60 days unless Congress declares war, or agrees to a 30 day extension for safe removal of troops.
3.) Congress may end combat commitment with a concurrent resolution.
