you cant, but if you beat the game and defeat Red in mount silver you can get 2 starters. I did this without cheating, i have a sceptile, charizard, and a feraligatr!! Great combo for basically any type! But honestly you can buy 3 games of heartgold or soulsilver then trade all the starters.
You get kyogre by trading or migrating it from platinum, diamond, peral, or heartgold, and the gen 3 games sapphire and emerald

you can't go to johto in Pokemon leafgreen, not even Pokemon soulsilver or heartgold has two regions. but, don't give up hope, you can still catch SOME johto Pokemon in leafgreen, but NOT the starters. for example you can catch one of the 3 leagendary dogs, a different one for each starter.

Starter Pokemon are not accessible in the wild without the use of cheating devices. However, you can 1) migrate them from older generation games, 2) trade for them in the GTS, or 3) use a cheating device to catch them in the wild.
