we the people
A constitutional government is any government whose authority and construction are defined by a constitution. The government need not be of a specific type, such as democratic, socialist, etc., but it does need to have parameters that are defined and relatively unchangeable.

Hamilton wanted a strong federal government, he favored taking a broad view of the meaning of the words is the Constitution. Where as Jefferson believed in small local government, he favored taking a narrow view of the meaning of words in the Constitution.
The words are "we the people".
Maybe
It is the preamble of the Constitution that lays out the purposes and goals that are to be served by the government. The preamble only has 52 words.
the Constitution
good question
Delegated powers :)
The term "limited government" may not be found in the Constitution, but the concept of limited government is established in the Constitution by means of the definitions of the powers of the branches of the Government. Each branch has specified responsibilities and powers, and may not exceed those responsibilities and powers under the terms of the Constitution. In other words, the Constitution says what the Government should do, and that's all it can do. That's limited government. The Preamble of the Constitution explicitly gives the power of our government to "We the People". The fifth article gives "We the People" the right to amend the Constitution, ergo the government is not limited except by the will of the majority governed. The term "limited government"is illogical and not implied.
The last question was what is a self-government. Well its a abstract concept that refers to several scales of a organized government.
National debt, nineteenth amendment to the U.S. Constitution and No Child Left Behind Act are government words. They begin with the letter n.
