I don't think 'Social Services' or the 'welfare department' has a place in religion. Those are secular duties involved in 'governing' matters. It is a 'government's' job to care for its people; to provide roads, protection, laws, judicial system; also to provide health care for its citizens; likewise to profide for its poor and disadvantaged.

Religion cares for the spiritual and moral well-being of its flock. And yes they should also help to clothe and feed those that the government does not take care of, as mandated by God.
