once sulphur reducing bacteria have become established, it is very dificult to remove them. you might knock them out of the storage tank but they could be on the well pipe and pump itself.
I have used a very good product in the past with great results. It is a small sock you put into your tank and it will absorb all the water. Works very well.

well, yes...as far as I know. Unless the tv set were to FALL. It is not good to hang a fish tank over a tv set, though, 'cause when you're adding water, the water could drip on the tv and that'd be BAD.
You have hard water. Same reason you more than likely have similar crustiness around your shower stall. There are chemicals you can get from your local petstore to soften the tank water and prevent this though some fish prefer harder water. Adding a filter to your water taps can also help reduce this as well as using R/O water for water changes.
The water is pumped for a certain time, as the water is pumped from the bottom tank to the top tank and we get our water for the day from the top tank only.

If your water comes from a well and you have your own pump and tank. The tank may be waterlogged.
If you mean a well tank, the water is forced in by the pump. The residual air pressure pushes the water out to the faucets.
